the reason why you can’t kill children in the Fallout universe goes back to the development of the first game
shortly before the Europe release, there was a school shooting in France or something. European retailers said that if you were able to kill children in the game, they wouldn’t even put the games on the shelves
so instead of changing the code, they just deleted all the children from the game
that is why there isn’t a single child in the original Fallout
and then that kind of just carried over to the other games
when Bethesda took over, they put children in, but they didn’t allow violence against them
